Default home page controls disabled.

After connecting my Verizon DSL I discovered they had
very rudely changed my home page without asking me.

So I went to change it back to what I want. Problem is
all the controls associated with changing my home page
were disabled.

My guess is the Verizon software setup changed something
in my IE settings or registry entries to disable this.

Can anyone help me to get these controls working again?

I'm using IE 6.0.2800.1106.xpsp2.030422-1633 and I'm
current with all critical updates.
