Default Home Page and Settings

Need some assistance. As a result of some web site I
visited, not sure whcih one it might have been, whenever
I shut down my computer some of my default settings on
internet explorer are automating reset. The most notable
is that my homepage fro explorer is changed. I can reset
it manually using the tools/internet options and it works
as long as my computer stays powered up. Restoring
defaults in the tools/internet options/programs is not
working.

Any suggestions on how to fix?

First eliminate any scumware.
