Default File Location

How do I modify the default file location so that when a new user logs in
they will have the right file location that they need to have?
 
Tools>Options>File Locations

But note that this is a USER profile saved setting, so it is no good setting
the path for yourself or the administrator: it either has to be set with the
installation or set when the user profile is first logged-in and Word is
launched.
