default downloader in XP with IE6.0

I would like to make some adjustments to the default
downloader thingy--like making it remember a partial
download-- but I can't locate any file responsible. I
don't really want to use a third party download manager
because I have used many and they don't increase my
download speed but they do remember where I left off. But,
like any third party application you risk upsetting your
OS.
 
Are you talking about IE's default downloading behavior. If the server
supports download resume, IE will automatically resume your download when
you try downloading again.
