Default Domain Controllers Policy unexpected changes

The Default Domain Controllers Policy on our domain
(2003) has had some unexpected settings changes,
including things like disabling Scheduled Tasks and
enabling Loopback processing. We did not expect these
changes, or make them intentionally, so we see several
possibilities: somebody is making these chnages behind
our backs; an update or patch is changing settings;
corruption. Does anybody know if any of the updates to
2003 make changes like these to policy?
