Default contact list

Is there a way to change the default contact list that comes up when
generating an email?
 
Probably. But you did not specify your Outlook version or the view to which
you are referring.
Makes it difficult to answer you.
 
The outlook version is 2003.

Then you would access this dialog from the Outlook Address Book > Tools >
Options...

Can you be a bit more specific, I went into Tools and options and contacts.
There is nothing that allows me to change it to view contact folders in New
email as a parent-child folder set.

There is nothing more to be specific about.
I assume you have more than one Contacts Folder, right? Why else would you
be trying to select which to display first?
Open the Address Book from the Toolbar in Outlook.
Tools > Options > Show This Address List First.
