Decimal delimiter problem

Hi,
I have a problem with decimal symbol settings in Control panel>Regional and
Laguage options - my changes are being ignored by a software.

I live in a country that use comma(,) as decimal delimiter so I have
customized and changed it to dot(.). However, it does not help for the
specific software I use ( can not tell what software, sorry), it keeps using
comma. if I change the country settings to a place that by default use dot as
delimiter (eg UK or US) , it works fine.

So deep down somewhere in XP, the OZ keeps my default Swedish information
(comma) and parses that to the software(written in Java) rather than my
customization.

Any idea how to workaround this? A patch? All suggestions welcome!
