'Dead' icons

Can anyone tell me where the icon store for the Start Menu is located?
I have two 'dead icons' pinned to the top of the menu which I can't
remove in any of the usual ways because they are 'not valid
shortcuts': I can't copy them, drag and drop them, delete them, 'unfix
from the list', or anything else similar. I tried replacing the
Shell32.dll with a backup copy (guesswork), but that didn't help. The
information for which icons appear on the Start Menu must be stored
somewhere, and be accessible with Resource Hacker or whatever, but I
have given up looking after many hours. Help appreciated. Thanks!

Right click Start, click Explore, at the Start Menu folder for your
profile. If the icons are there, try deleting them. If not, look in the
Start Menu folder under the "All Users" profile. One of these should
work. If not, are you sure you have Administrator privileges on the
system? (Presumably it's your personal computer and you should have.)
