Is there any websites that have this file for me to

Are you using a non English version of XP? That file probably should
be msiefr40.dll not misefr40.ddl.

It's msiefr40.dll, not .ddl

(You could run this to fix the problem).

Run this:
(rundll32.exe MSIEFR40.DLL,DllRunServer)
