To anyone who can help,
I have recently begun having problems with promoting a
member server to be a DC. When I try to add the domain
controller it claims that I do not have the neccesary
permission to do that action. I am a member of every
single administrator group in the AD structure, so I do
not know what I am missing. This problem started a few
weeks ago when one of the DCs crashed due to hardware
failure. I have done the metadata cleanup to expel this
server from the AD schema. Any help that anyone could
give me would be helpful.

Here is a list of all of the groups I am a member of:
Administrators
Backup Operators
DHCP Administrators
DnsAdmins
Domain Admins
Domain Users
Enterpise Admins
Exchange Services
Group Policy Creator Owners
NetShow Administrators
Pre-Windows 2000 Compatible Access
Print Operators
Replicator
Schema Admins
Server Operators
SiteServer Ad Manager Administrators
SiteServer Administrators
SiteServer Analysis Administrators
SiteServer DirectMail Administrators
SiteServer Directory Administrators
SiteServer Knowledge Administrators
SiteServer Membership Administrators
SiteServer Search Administrators
Users

You may want to make sure that "Authenticated Users" and "ENTERPRISE DOMAIN
CONTROLLERS" have the Access this Computer from the Network user right on
the Domain Controllers Policy. Also make sure "ENTERPRISE DOMAIN
CONTROLLERS" has Enable Computer and User Accounts to be trusted for
delegation.
