DCPromo Failure Error

When I try to promote a new server I get the following error:

The operation failed because: Failed to modify the necessary properties for
the machine account <MACHINENAME>$

"Access is denied"

I've searched MS's knowledge base, but haven't found anything useful.
Article #250874 seems to directly address the problem, but under the
resolution section I don't follow what it is saying.

I've gone into ---> (click Computer Configuration, click Windows Settings,
click Security Settings, click Local Policies, and then click User Rights
Assignment).

But I don't see where to change the policy it wants me too.

Nevermind...

Finally figured it out. The article was right, just didn't point me in the
exact direction, had to look around a bit to find it.
