The i386 directory from your Windows 2000 CD should do the trick. When you
are finished installing you can reapply SP4 to upgrade all files.

You will see this behavior when you initially install
WIN2000 Server ( either as a member of the WORKGROUP if it
is the very first DC-to-be or as a member of the Domain if
there are existing DCs already ), then install the Service
Pack ( in this case, SP4 ) and THEN install any other
Windows Components ( such as DNS....please note that this
does not happen with DHCP!!! ).
This is one of the reasons that I always suggest that you
install WIN2000 Server, do your DCPROMO, install the
Windows Components that you might need and then install
the Service Pack, IE6 and the Critical / Recommended
Updates.
Of course, this is not always possible. So, what you are
experiencing is expected behavior.
