DC to user ratio

I was told that Microsoft recommended a DC for every site with at least 50
users. Why is this? What could happen if you are way over the 50 users?

The reason I ask is: In our company we have 2 DC's at our Allentown Pa
site. These DC's service around 800 users. Some users at remote sites are
noticing it taking a few minutes for policies to apply when they boot up
their computer and after logon. This is sporadic and does not happen to the
same people every day.
Any ideas?
 
Need more info. Over what type of connection are the remote users
connecting. What OS are in play. How are your site links configured and
what are their available bandwidths?
 
All are going over at least a T1. OS is Windows 2000. All of these sites are
configured to go to our Allentown site.
