DC Replication

Why would one DC automatically generate site connections while other DC
connections have to be manually defined between sites.
 
If there are already manual connection objects in place the KCCs won't
generate new links -a bit is set that stops the KCCs from changing the
manual object.

Delete the connection objects, and manually trigger the KCCs (Check
Replication Topology) or wait fifteen minutes for the KCCs to work their
magic themselves ;-)
