I needed to reload windows...
Why? Did you do a Repair Install or did you format and reinstall?

Possibilities include:
C:\Documents and Settings\<User>\Local Settings\Application
Data\Identities\{GUID}\Microsoft\Outlook Express
[where {GUID} = a unique long series of numbers & letters]
C:\Documents and Settings\<User>\Desktop
NB: In WinXP, Win2K and Win2K03, the OE user files (DBX and WAB) are
by
default marked as hidden. To view these files in Explorer, you must
enable
Show Hidden Files and Folders under Start > Control Panel > Folder
Options
View.
