dates not appearing correctly in XL 2007

I have a group of very simple line and bar graphs. The x-axis consists of
dates. The dates appear in the data set correctly as 12/31/07, 12/31/08,
etc. However, the dates appear in the graphs as 1/1/07, 1/1/08, etc.

In the data set, I have verified that the cells are designated as "dates"
using the short date display format. I've checked the axis settings and they
are correct. How do I get the dates to display in the graphs appropriately?
 
I figured out how to get the dates to appear correctly. For some reason, in
the "Format Axis" window, I had to set the data type as "text" instead of
"auto select" or "date" even though the data in the data set is formatted as
a short date. ????????????????????????????????????????????
 
What are the axis settings? Especially Base Unit.

In the sheet, how are the dates displayed in the sheet, and how do they
appear in the formula bar (just show what the first one looks like in both
cases).
