I have Windows XP and the time does not remain accurate on my computer. It
will be as much as 35 minutes fast even after I have repeatedly made
adjustments. What can I do to fix this annoying issue?

Check the time in the BIOS to see if it's correct/wrong, if it's not correct
replace the CMOS battery on the motherboard.

Also see if this applies.
The W32Time service does not synchronize the CMOS clock time to the Internet
time on a Windows XP or Windows Server 2003-based computer after the W32Time
service stops
