Date Created newer than Date Modified?

How can it come about that a file has a Date Created which is more
recent than its Date Modified? If I copy a file to new location,
shouldn't that count as 'modified'?

I can't think of any file in my XP Home/SP3 which isn't like this.
Just another MS quirk not worth fixing? I always see it on
JPG and TIF files which I process with PhotoShop Elements.

If it didn't exist there prior to your copying it there, then it was
"created" there and would get the current date. Even though the
modified date is earlier than the created date.

If you want control over it, XXCopy will let you "touch" any of the 3
dates you wish, and set them to whatever you wish. It's not a GUI app;
it runs from the Command Prompt (aka DOS window).
