database creation from other than the root account?

I'm new to the NG and to mySql. ...have some more experienced people
assisting me but they were unable to answer the following:

Is it possible in mysql version 5 to allow an account other than the root
account to create a database. We've figure out how to permit other users to
create tables within the database, but I would like to permit someone
working on development with me to actually create one.
