Data Validation with Drop List

I am currently using dat validation with the in-cell drop down list and Ignore blanks checked.
The list a list of valid cost centers, currently in the neighborhood of 37000 items. Question: When I set the maximum limit of row range to 32767 works fine, beyond that data does not show, Is there a maximum number of records to display in the in-cell drop list? Any other suggestions ?
 
I just wonder why you put 37000 items in a drop down list?
There must be other solutions?
