Data Flickering in Controls on Form

Using Access2003 I have noticed that when I move my mouse over the form in
form view at certain points on the form the data in all the controls
flickers. Other spots on the form does not cause this at all.
Is there a way to stop this. It is distracing at the least.

If the flickering controls are unattached labels on a tab control or in an
