That depends on which application created the dat file in the first place.
Dat files aren't all the same format.
 
Open it with an editor such as Wordpad and saving it with the extension you prefer such as .txt.
Highly recommend you do not convert DAT files for they are used by many programs and may cause the application to malfunction. Opening it and making another copy with a different extension will work as long as you leave a copy with the dat extension in the application.
