Why doesn't Microsoft supply a program to remove/reset
their .DAT files?
Just because some web sites would like us to retain their
cookies (some with 20 years or more expiration dates) is
no reason we should not have the ability to remove them.
Since the cookie file is created by Microsoft they should
allow us some means of controlling what stays in them.

I'm not sure what files you are talking about. Others here have testified
that the tracks eraser feature, although flawed in a number of other
respects, is effective at removing ALL cookies, if that's what you want.

Yes, there is no feature in the product at the moment to selectively remove
cookies defined as spyware-related by somebodys definition. Such a feature
may be available in a later beta build distributed, however.
