damage a limited user can do?

If I set a user account to limited user, what damage can this person still do
the computer if they wanted to? Can they delete any important folders on the
C drvie (Windows,Program Files, etc) ?

That depends. Using a limited user account you can't damage the computer,
provided that all security updates have been installed. (Unless of course the
user is aware of a security vulnerability that Microsoft haven't fixed yet.)

However, anybody with physical access to the computer can gain administrator
access, if they know what they are doing. This is harder if you've set a
password for the built-in "Administrator" account and configured the BIOS to
boot only from the hard disk and require a password to change settings. This
still doesn't prevent a skilled person (or an unskilled person with the right
tools) from taking control of the computer. For example, it is thought to be
possible to attack a computer using a firewire or perhaps even a USB device.
