Rasdial.exe should do the work for you. You need to create connectoids
before using this tool.
You can do that by going to start->run->ncpa.cpl. This will open the
network connections folder. You will find an option to create new
connections in the explorer window.
However you cannot use it for Connection manager connectoids.
