Dail-Up Time Restrictions per User

Anyone have any idea how to control the amount of time per day
specific users are online via dial-up?

I found a program, Dail-Up Lock Me (www.WinUtility.com), that appears
to do exactly what I need, but it doesn't run on Win2k or Win XP.
