Daemon Tools license question

Is the software, Daemon-Tools, free for government use? I'm still not
clear on the definition of "commercial" vs. private use. Their license
information didn't explain clearly which category the government falls
under. Last week, I sent email to the author requesting clarification
but I haven't gotten an answer back yet.

For example, at the government agency where I work, there are PCs that
do not have CDROM drives. We have some software that refuses to be
installed from anywhere other than a CD (i.e. cannot copy files from a
CD to a hard drive and then perform the install using the copied file
located on the hard drive.)So this is the reason why we need a virtual
cd emulator.

Please let me know if purchasing is required.

The licence seems pretty clear

"DAEMON Tools is freeware ONLY for PRIVATE USE. If you use it in a
commercial environment, for example your office or an Internet Cafe, you
must register DAEMON Tools. One license is needed for every PC you run
DAEMON Tools on. We do not consider the use of our software in schools or
universities as commercial use. If you run our program on school or
university PCs no further action is required. The readme.txt coming with
DAEMON Tools contains all the legal stuff. If you want to use our software
in a non-profit organisation please contact us by e-mail. Depending on the
goals of your organistation we might allow the free use of our software."

You need to wait for a reply to your email to see if the author will
consider you for free use of the software

If you run XP MS have an unsupported "Virtual CD" app.

Just don't say anything else, or M$ will revoke yer license.

Nope, we're not running in an XP environment. We are still on Windows
2000 so we can't use Microsoft's unsupported product.
