Running XP Home. Power DVD in Cyberlink Multimedia Pack 4.0 XP has been
working okay albeit hardly used in 2/3 years since the system was purchased.
Sound system works great. I.E. play a radio station through Power DVD and
the sound quality improves drastically.
However, I have recently played various DVD movies on my system (bona-fide
pre-recorded copies) which initially played with no problems. Since then,
when I try to play some DVDs I am confronted with the following dialog box;
ERROR CODE 8090000E. This disc is inhibited from playing because of area
limit. DETAIL: The region code of the DVD - ROM drive has been fixed. Only
discs that support this region can be played.
I have registered the product at www.goCyberlink.com and attempted to use
their support pages. Sadly, despite being able to successfully register the
product I am unable to send any query as I find it to be impossible to
progress past the choose a language section of the help pages. No matter how
many times I tell them that I would prefer to communicate in English they
only ever manage to ask me which language I would like to use!
do any of you venerable folks have any advice for this hapless (potential)
DVD viewer.

Right click on "My computer"
Select "Manage"
Go to Device Manager -
Locate - DVD/CD-ROM Drives
Right click on the drive that plays your DVDs
Select Properties
Have a look at the DVD region - for example if it is Region 4, you won't be able to
play Region 1 unless you change the DVD drive to Region 1. Note the warning about
making changes to the drive.

Warning:-
Most DVDs are encoded for play in specific regions. To play a
regionalized DVD on your computer, you must set your DVD drive to
play discs from that region by selecting a geographic area from the
following list.
CAUTION You can change the region a limited number of times.
After Changes remaining reaches zero, you cannot change the region even
if you reinstall Windows or move your DVD drive to a different computer.
 
You have stumbled across an anti-piracy mechanism built in to most DVD
drives. Search Google for "DVD region bypass" and see what you can find.
