Cutting ts users off at end of day

We are using 2000 and 2003 ts and some people are not
logging off at the end of the day preventing the backup of
our database. Right now I have ts configuration set at:

Over ride a users settings: end disconnected session after
10 minutes.

Active session limit Never
Idls session limit 2 hours

over ride a users settings: when session limit is reached
or connection broken end session

I have these same settings on the 2000 ts server and all
is fine, I have these setttings of the 2003 ts server and
not everyone gets cut off at the end of the day.

There is usually 3 hours between when we close shop and
they need to be cut off.

Any suggestions?
