customizing

The "customize outlook today" button does not work on my
wife's computer. I know I had the same problem a couple
years ago and found a solution, but I've been through the
knowledge base and can't find anything. Any help?
 
If this is Outlook 2000, the following MSKB article provides the fix for
this issue.

OL2000: You Cannot Customize Outlook Today After You Install Critical Update
813489 for Internet Explorer:
