Customizing tool bars

I can customize the tool bars by setting "No Text Labels",
but every time I restart the computer the labels come
back? Any ideas?
 
right-click with cursor over word 'address' and pick lock
toolbar.
or pick view > toolbars > lock
 
I've done that. It dosen't help.

Thanks for the link. Lotsa neat stuff there, but it didn't
work for me. I'm getting fed up with XP.
