Windows 7 Customizing Theme

Hi, I am using windows home basic, just wondering how can I change the color to pink? Thank you

Control Panel > Personalise Theme.

No, I can't change it. It is on my netbook and there is no option. I can't even change my background picture but I downloaded something that can changed it
