customizing outline numbering

I am using Word 2000.
I want to customize an outline.
The format I want is something like this:

Chapter 1 [heading 1]
1.1 [heading 2]
1.1.1 [heading 3]

Simple but after customizing an existing template, the elements I ad
never have any effect.

I'm not sure what you mean by this. Are you modifying the styles in the
template and expecting that this will affect existing documents? If so, Word
doesn't work that way. Customizing a template will only affect subsequent
documents created from that template. You can copy styles from template to
document using the Organizer at Tools > Templates and Add-ins, but it is
notoriously unreliable when copying numbered or bulleted styles.
