Customizing my start menu

I'm used to using Windows 98 and just yesterday I changed
to XP. I was wondering if there was a way to edit the
programs in the start bar similar to the way you edit
them in windows 98 (Creating new folders and placing
multiple program folders within that). If anyone
understands what I am saying and thinks they can help
please let me know.

Change the XP Start menu style to Classic, as in Windows 9x/Me

In addition to Anando's advice, there is also the Explore All Users option.
Many programs install their shortcuts there, for All users.
 
C:\Documents and Settings\All Users\Start Menu
and or C:\Documents and Settings\Your User Name\Start Menu
