Customizing Icons

Is it possibe to change the icon for a shortcut that I have put on the
taskbar to a picture of my choosing that is not in the icon list preloaded on
my computer? I would like to change the icon for a shortcut to a website that
I have put on the taskbar to an icon of my choosing (a picture that I have
downloaded from the internet.) If anyone knows how to do this, I would
appreciate some help.

Right click the icon and choose Properties, then Change Icon.
 
Another way is to make a *.bmp size 32x32 or 48x48 with the image you like.
Then change the extension to to *.ico. Then change icon and point to the
*.ico you just created.
