Customizing desktop with multiple users

I have 5 users on an hp pavilion 533w desktop, and there
is a problem. On one user account, I want to completely
remove all icons, and just work off of the taskbar. The
only problem is that I can't delete anything in a limited
account, and if I change it to an Administrator, what I
delete there is deleted on everyone's user account. How
can I completely customize just one user, and leave the
others untouched?
