Customizing colors on Excel

Is there away you can customize the colors for Excel. On
Powerpoint, you can enter the color of the number that you
want but on Excel, I couldn't find where you can customize
the color that you want. Your help is greatly appreciated.

In Excel, it's under Tools/Options/Color. Somehow I suspect there's more to
this question, though.
