Customizing an Opening Window location

I have my taskbar at the top of the screen. However, upon running several
programs, the opening window's title bar is obscured by the taskbar. I would
like to edit the registry values to open these windows BELOW the taskbar, so
the title bars are showing. Any help appreciated.
 
Many programs have a logic error where they incorrectly calculate the place to start drawing the window. This is why 8 years ago MS moved the taskbar from the top (which is where they wanted it) to the bottom. They save the position in relation to the desktop useable area. They set the size in relation to the upper left of the desktop. If the taskbar is at the bottom both are the same but not if the TB is on the top or right.
 
This doesn't always work.
Example: Upon opening Scintilla text editor, the application title bar is
still obscured by the taskbar. It will only replace itself below the taskbar
if I lock or unlock the taskbar. I was wondering if I could edit the opening
location. In most cases, your advice works, but in this case, it does not.
Thanks anyway, but if you can offer any more suggestions, that would be
appreciated.
(I would prefer the taskbar at the top, mind you).
