customizing 'All Programs' menu

I would like to sub - catogarise the programs listed in
the 'All Programs' menu. If I right click on the 'start'
button then press 'open' and then click 'programs', a
full list of of all the programs does not appear. Is
there some way to change this to display a full list of
all the programs that are shown when you left click
the 'All Programs' button?
 
Some will be there and some will be in the all users folder.
Right click the start button, choose explore all users.
