Customized toolbar disappears

I keep customizing my standard toolbar and it stays for a
while but eventually disappears. Sometimes after I close
a document, or if I move between docs or if I restart my
PC, etc.

I thought I had a corrupted normal.dot, but I don't have
one in XP. Where does Office xp save it's user
preferences and how do I get it to save my toolbar?
