Customize Your Settings Page

Hi,

I just reformatted my computer and set my home page. When I open the
internet, I receive the "Customize Your Settings" page. I installed IE7 for
x64 Pro. When I chose the options I want, I receive a message that says,
"Settings were not able to be saved successfully." I've done this about 10
times and I get the same response. How can I either get it to work or stop
the page from opening instead of my home page?
