Customize Terminal Service Desktop

Is there an easy way to customize a TS client desktop so that things like the
local 'C' drive is hidden and client is allowed to run only a number of
applications. Ideally a desktop with the shortcuts for the applications that
they are allowed to run and nothing else.

The easiest way to accomplish this is to use a GPO with Folder
redirection of the Desktop folder.
Redirect to a custom folder that you create, and put only those
shortcuts in it that you want your users to see.
Also use the "Hide drives" GPO setting, as well as NTFS permissions
on the file system of your TS.
