Customize Taskpads in AD

What we are wanting is two customize a taskpad so that a
certain department head or secretary can have access to
their OU users and only keep up-to-date the general name
tab, address tab and phone tab only. I have tried to
customize it but it seems to give all the tabs which we
don't want these specific users messing with. Any help
is appreciative.

I dont know any way to "hide" the tabs in active directory users and
computers (after for example doubleclicking a user). But if you set
permissions correctly they can only change the attributes you alow
(the others are greyed out)

Johan is correct. There is no way to hide specific tabs for specific users.
You can remove tabs for everyone in the forest or add tabs for everyone in
the forest. To prevent changes to tabs you must set the permission on the
object to grant or revoke the right to modify the permissions that you don't
want these users to modify.
