Customize IE Security Zone

I'm trying to change the IE zone settings from High to medium in win2k3
server for all the users. I'm only able to change the setting as
Administrators. When I login as a user, the zone settings are still set to
high. The Microsoft TID: 182569 clearly states that you can change the
setting for everyone in the hkey_local machine. I followed the registry key
in the tech note, but was unable to find the exact registry key in the
win2K3. Can any help?

Neither did I, so I believe the article does not apply to w2k3.

To have Administrator settings applied to all users under w2k3, consider
enabling "Security Zones: Use only machine settings" option in group policy
object editor under Computer Configuration\Administrative Templates\Windows
Components\Internet Explorer.

In w2k3 you can also do lots of IE maintenance via group policy object under
"User Configuration\Windows Settings\Internet Explorer Maintenance". To
manage IE behavior on a per user basis, have a look at "User
Configuration\Administrative Templates\Windows Components\Internet Explorer
