Customize Home page

User config\windows settings\internet explorer
maintenance\URLs\Important URLs\Customize Home Page URL
enable us to set the home page to a specific website. But
the problem is that the user is able to alter the home
page or set it to blank.

Is there a way stopping the user from altering the home
page or making the customized home page re-appear each
time the user logs on to the network?
