Custom View / Filter on Words works only in a subset of message

I'm having problems customizing a view to color messages
differently based on text within the email. I believe
there is actually two problems, which are described below.

Background: I have rule that automatically routes
messages to a secondary personal folder based on the email
subject. The messages received that hit this rule are
resumes that are forwarded from our HR department. Our
recruiter composes their email that consists of a summary
followed by an actual email they obtain via email or the
web (usually text but could be hidden HTML if the
recruiter copied it from their browser). The recruiter's
summary may say things like "Software developer, VB, .Net,
Java" etc.

Custom View: I have created a view that is applied to
this folder. For this view, I've applied Automatic
Formatting (View->Custom Current View). I've created a
new rule where the Condition is defined as "Search for the
word" Java in the "Subject field and message body".

Problem 1: This rule works properly for the emails where
the recruiter added the word "Java" in their portion of
the email. However, if the original resume said "Java"
and the recruiter didn't mention that in their summary,
the rule does not work. I have attempted to use
the "Advanced" Filter option to create a rule where the
field "Message" contains "Java", but again it only works
if the word is found in the recruiter's section.

Problem 2: If I want to create a rule (as above) that is
dependent on a word with an ampersand (&), then I can find
it in the recruiter's portion ONLY if I used the Advanced
Filter option, not the regular filter where I put the word
in the "Search for the word" box. I also have to put the
word in double quotes in the advanced rule. Otherwise, it
won't find it.

Question: How can I create a view, where I can
automatically search the complete text of the message and
act accordingly? Do I have to do anything special to
handle ampersands?
