Custom Forms-Clear Cache Problem

When using a customized form in outlook 2003 the form does not always appear because the cache needs to be cleared. I must go to tools, options, other, advanced, manage forms, custom forms and press the clear cache. The it works. Is there a fix for this very annoying problem?
 
Not unless the form is in a public folder (there's a new hotfix for that
problem).
