custom formatting cells

we are trying to remember how to show 7 (type only the
seven in the cell) as .0007, by formatting the cell. we
have tried several different custom formats, non of which
have been sucessful....HELP!!
 
Tools>Options>Edit>Fixed Decimal

This will do this for the entire sheet, not just one cell.
