Custom Form will not open correctly if attached in Outlook 2003 with Exchange 2003

We have a number of public folders which have their own unique custom forms published to them. When an item is posted to one of these folders, it forwards the post to a number of managers for that particular folder so they can be kept aprised of when items are posted

Previously, with our OutooK 2000/Exchange 2000 combo, when those managers received their messages they could open the attachment and the proper form would open (After the first time it was installed on their system by browsing to that public folder and opening an existing post)

Now, since we have upgraded our network with Outlook 2003/Exchange 2003, when the managers open up the attachments they only get the standard POST form, rather than the custom form

Does anyone have an idea why this would be happening? I have scoured the knowledge base and have been unable to find a solution to this problem

The Outlook 2003 forms cache is folder-specific. Since the attachment is not
associated with any folder, Outlook cannot find the form to use.

I can think of two possible solutions:

1) Publish the form to the Organizational Forms library.

2) Switch from a mail-based notification to folder-based -- sending the
posts to a separate folder for the managers to review and publishing the
form to that folder.

The organizational Forms Library was not active, so I activated it and published the forms to it and it fixed the problem
