Custom desktop icons reverting to default

I'm having a really wierd problem with XP lately.
I just bought a new larger harddrive, and decided to do a clean install of XP home on to it. So now it's doing something it didn't before, I have some older Plus! themes I've "hacked" so they'll work with XP's Luna theme. Before I could pick a Plus! and everthing was cool. Now I can pick a Plus! theme and everythings fine, till the next time I boot-up XP. Then just near the end of the boot-up the customized icons revert back to XP's default icons, WTF?!?
I've tried everything I can think of to stop this wierd behaviour, any one got any other ideas?

You have a Nvidia Card?
Go to Start > Run and type services.msc <press enter>

This will open a list of services, scroll down the list and see
whether you have 'Nvidia Display Driver Helper' or 'Nvidia Display
Driver Services.'

If you do have any of them, right click on the name, a dropdown menu
will appear, click properties. A new menu will appear, in the
'General' tab, where it says 'start,' it might be set to 'automatic,'
click here and choose 'manual.' Accept your way out and reboot.

I've read this is what causes the recycle bin icon problem.
